浙江总工会调查显示:五成女职工担心生二孩影响饭碗

​  生还是不生?二孩政策逐步放开后,这不仅是适龄夫妻讨论的问题,也是全社会关注的焦点。数据显示,截至去年12月底,浙江共有15.2万对夫妇提出再生育申请,已出生7.4万人。这个数字,只占了目标人群的20%。

Give birth to the second child or not, that is the question that not only discussed by couples at right age but also highly attracts social attention with the releasing of second-child policy. According to the data, 152,000 couples applied for the second child by the end of December and about 74,000 babies have been born. This data shows that it just takes 20% of target population.

  为什么和预期相差这么多?浙江省总工会过去一年对多家企业调研后发现,除了个人生育意愿外,很多人尤其是女职工,不敢生二孩。因为很多女性在怀孕后就会被企业辞退。

But why it has not developed as expectations? According to the one-year survey from Zhejiang Provincial Federation of Trade Unions of multiple enterprises, in addition to personal willing, most people especially female employees dare not to give birth to second child. Because many female employees would be retired once pregnant.

  在浙江省政协第二次全体会议上,浙江省政协委员、省总工会副主席张卫华做了一个题为《贯彻落实“全面二孩”生育政策,维护女职工劳动和健康权益》的发言,提出了基于调查报告的意见建议。她认为,要保障女职工生育二孩的权利,可以从税收政策、保险政策、法律法规这几个方面进行。

On the 2nd plenary session of the Chinese People’s Political Consultative Conference of Zhejiang province, Zhang Weihua made a delivery which put forward advices based on surveys and reports. She thought that the guarantee of female employees’ rights to give birth to second-child could undertake from the aspects of taxations, insurances and laws.

  “比如根据企业中女职工的比例,适当减轻企业税收。”张卫华说,在国内,已经有地方第一个吃螃蟹了,比如西安市政府在《2011—2020年度妇女发展规划》中就有规定,对女性就业比例达到40%以上的企业减免税收。

“For example, we could appropriately decrease the enterprises ’revenue according to the percentage of female employees in enterprises.” Zhang Weihua said that some places have already taken actions, such as Xi’an Government has regulations in “2011-2020 Females Develop Plan” that it would reduce the revenue of enterprises with more than 40% females.

  此外,还提出了完善生育保险,增强保障能力,制定配套法规保障二孩生育权利等一些列办法去保障女职工生育二孩的权利。

In addition, it also puts forward a series of methods including optimizing the maternity insurance, enhancing the support capacities and so on to ensure the rights for female employees to give birth to second child. (Zhao Haoyue reported, Huang Zijun translated)
